Outer Ring Road Development Project
The necessity of Outer Ring Road (ORR) has been felt since a decade. In this context NEPECON carried out a feasibility study and proposed an ORR of 66.1 km length. A memorandum of understanding was signed between Government of Nepal and Government of Peoples' Republic of China regarding the construction of ORR during the visit of His Majesty's Crown Prince in July 2005.
With the decision of Government of Nepal dated 2061-4-27, Department of Urban Development and Building Construction (DUDBC) was appointed as implementing agency and PMO is established under the umbrella of DUDBC and personnel required for the project are deputed from the existing staff of DUDBC. A total of 18 staff positions have been approved by Government of Nepal on 2061-5-31 and 2061-6-15 .
Total budget for fiscal year 061/61 is Rs 3 million. Within the programme of this fiscal year, two interaction programmes were held in DUDBC in the presence of representatives of government organizations, semi-government organizations, NGO, civil society, professional society, journalists and experts. Preparation of model land re-adjustment plan and preparation of townscape of ORR area are at the verge of completion. Procurement of office equipment is completed. With the help of Town Development Committees and DUDBC', Kathmandu Division, a reconnaissance survey is being carried out to observe the present condition of ORR alignment.
A working committee comprising of senior officers from Department of Roads and DUDBC was formed on 2061-9-28 for the smooth functioning of the project. With the decision of Government of Nepal (Secretarial level) dated 2061-12-2 a committed has been formed under the chairmanship of Joint Secretary, Ministry of Physical Planning and Works to take necessary administrative and technical decision and to give necessary directives for the implementation of the project. Meetings of both of these committees are being held regularly.
The vision of the project is to construct ORR as a model for planned urban development of Kathmandu Valley as the capital city.
The mission of the project is to manage land required for ORR and to carry out planned urban development in the corridor of influence of ORR which is usually 250m on either side of ORR.
